Erasmus+ as a driving force for the "Union of Skills" strategy

Europe is undergoing profound change: Demographic pressures, technological innovation and global competition for talent are reshaping its economy and society. In response, the European Commission has established the "Union of Skills", a strategic framework aimed at safeguarding Europe’s long-term resilience, innovative capacity and competitiveness in 2025. 

A new three-part video series in the DAADeuroletter highlights the role played by the Erasmus+ programme in this process. During the Erasmus+ Annual Conference 2025, which was dedicated to the topic of "Skills & Values", strongvoices from politics, science and higher education were gathered.

Through the "Union of Skills", the European Commission is sending a clear message. Europe's competitiveness depends crucially on its ability to build, develop and utilise skills across borders. The strategy aims to promote lifelong learning, improve the comparability of qualifications and establish Europe as an attractive place to study and work.

Erasmus+ is a key instrument for advancing these objectives. The programme strengthens the links between science, industry and society. It promotes exchange between higher education institutions, creates space for new alliances and supports innovative learning and research formats focused on the skills of the future - from digital competencies to "Green Skills".

Focus on higher education institutions

For higher education institutions, the "Union of Skills" means placing even stronger strategic emphasis on internationalisation through Erasmus+. The programme enables institutions to integrate large numbers of students, teachers and staff into international learning and working environments via study and teaching stays abroad, while systematically developing their skills.

International cooperation, innovative teaching formats and European exchange drive the further development of study programmes, enhance institutional profiles and better prepare graduates for the European labour market. Consequently, higher education institutions play an active role in shaping the European skills agenda.

Looking back to the future

The voices in the video demonstrate that Erasmus+ has a much broader scope than just individual mobility. As a European funding programme, it plays a key role in implementing the "Union of Skills" by strengthening skills, fostering institutional networking and promoting shared values. This perspective was also emphasised by Federal Research Minister Dorothee Bär in her welcoming address at the annual conference:

Looking back on the Erasmus+ year 2025, the topic of the year highlights how Erasmus+ helps to combine economic performance with social cohesion, while reinforcing the understanding of education as a strategic investment in Europe’s future.
